Indonesia Brings the Issue of Digital Music Royalties to the BRICS Forum

 


Rio de Janeiro, Brazil – The Minister of Law of the Republic of Indonesia, Supratman Andi Agtas, reaffirmed Indonesia’s commitment to strengthening international cooperation in the field of intellectual property (IP) during the 17th Heads of BRICS Intellectual Property Offices Meeting held in Rio de Janeiro, Brazil, on 21–23 September 2025.


This marks Indonesia’s first participation in such an important IP meeting since officially becoming a full BRICS member in January 2025. In his remarks, the Minister emphasized that Indonesia was not only present as a participant, but also as an initiator of strategic cooperation. One key step was the introduction of the Jakarta Protocol, a collaborative framework initiated by Indonesia to address IP challenges, particularly copyright in the digital era.


“The Jakarta Protocol is a multi-sector initiative focusing on the protection and utilization of digital works, especially in music, audiovisual, and journalistic creations within the online platform ecosystem,” explained Minister Supratman.


The initiative was born out of the urgent need of developing countries to achieve fairness in the global digital music ecosystem. Until now, many creators from developing countries have not received a fair share of royalties, even though their works are widely used.


“The Jakarta Protocol is Indonesia’s concrete contribution to ensure that IP becomes a catalyst for a global economy that is fair, transparent, inclusive, and sustainable,” said Minister Supratman.


 


At the BRICS meeting, Minister Supratman also stressed that IP is a key pillar of national development and can strengthen global partnerships, in line with the Asta Cita vision of President Prabowo Subianto’s administration.




For this reason, Indonesia is modernizing its IP regulations through the enactment of the new Patent Law, while finalizing updates to the Copyright Law and Industrial Design Law to align with global standards and evolving technologies.


“Indonesia’s IP ecosystem continues to be strengthened by promoting the use of IP certificates as collateral for bank loans for MSME entrepreneurs. The Directorate General of Intellectual Property (DGIP) is also accelerating the digital transformation of IP services to make them faster, more transparent, and more accessible to the public and businesses,” Supratman told the delegates.


Minister Supratman further stated that Indonesia is ready to enhance collaboration with BRICS member states in knowledge exchange, technology transfer, and capacity building to reduce inequality among nations.


Indonesia’s presence at this forum marks a new chapter in global IP diplomacy. Minister Supratman underlined that Indonesia’s role in BRICS is not only to advance national economic growth but also to promote a global order that is inclusive and fair through intellectual property. He also called for support for the Jakarta Protocol, which will be further discussed at the Standing Committee on Copyright and Related Rights (SCCR) of WIPO in Geneva this coming December 2025.


Earlier, at another forum in Warsaw, the Minister also met with Polish Minister of Justice Waldemar Zurex and Deputy Foreign Minister W.T. Bartowzewski, where he presented the Jakarta Protocol as a copyright protection initiative to be advanced at WIPO. This step represents progress toward providing global protection for artists, creators, and journalistic works. (*)
