Kemenkum Bali Invites Badung Health Office to Map Intellectual Property Potential for Health Innovation
Denpasar, September 25, 2025 – Head of the Bali Regional Office of the Ministry of Law and Human Rights (Kemenkum), Eem Nurmanah, received an audience from Anak Agung Dewandra Djelantik Puri Karang together with the Head of the Badung District Health Office, Dr. Bagus Padma, on Thursday (25/09). The meeting took place in the office of the Bali Regional Head and was also attended by the Head of the Division for Legislation and Legal Development (P3H), Mustiqo Vitra.
The audience discussed several important agendas, particularly the drafting of a Regent Regulation (Peraturan Bupati or Perbup) concerning additional health insurance benefits.
During the discussion, all parties agreed on the importance of planning and benchmarking in drafting regent regulations as well as other regional regulations. The Head of the Regional Office emphasized her commitment to actively participate in the harmonization and formulation process so that the resulting legal products are more targeted and aligned with the prevailing laws and regulations.
“Involving the Bali Regional Office from the early planning stage will strengthen the quality of the resulting regulations, while ensuring that these rules are able to address the needs of the community,” said Eem Nurmanah.
In addition to regulations, the meeting also highlighted the potential of intellectual property (IP) in the health sector. The Regional Head encouraged that this potential be identified and officially registered, so it can provide legal protection while opening opportunities for the development of highly competitive health innovations.
“There are many innovations in the health sector that hold strategic value. If protected through intellectual property, these can become regional assets that are not only beneficial locally but also competitive at the national and even international level,” Eem explained.
On this occasion, the Regional Head also invited the Badung Health Office to map out regional potential that could be developed into flagship programs. This effort is expected to encourage local products, particularly in the health sector, to go national and even international.
The meeting marked an initial step in strengthening synergy between the Bali Regional Office, the Health Office, and other related parties. Through such collaboration, it is hoped that health services and legal protection for the people of Bali can be further optimized.
“Good synergy will result in more inclusive services and provide real benefits to the community, particularly in fulfilling the right to health and legal protection,” she concluded. (*)
