Indonesia’s Proposal on Digital Royalty Governance Enters SCCR 47 Agenda in Geneva

 


Jakarta – Indonesia’s proposal for an international legal instrument on royalty governance has been officially included in the discussion agenda of the World Intellectual Property Organization (WIPO). The document, coded SCCR/47/6, will be deliberated at the 47th Session of the Standing Committee on Copyright and Related Rights (SCCR), to be held in Geneva, Switzerland, from 1–5 December 2025.


Minister of Law and Human Rights, Supratman Andi Agtas, expressed gratitude and optimism upon learning that Indonesia’s proposal was accepted for discussion at the international forum. The statement was delivered on 21 October 2025, following the positive news of the decision.


“Alhamdulillah, Indonesia’s proposal has been officially included and is ready to be championed for the benefit of the global community. This marks an important step toward ensuring fair, transparent, and sustainable royalty governance for creators worldwide,” said Supratman in Jakarta on Wednesday, 22 October 2025.

 

According to Supratman, the proposal—officially titled “The Indonesian Proposal for a Legally Binding Instrument on the Governance of Copyright Royalty in Digital Environment”—is the result of cross-ministerial collaboration involving the Ministry of Law and Human Rights, the Ministry of Foreign Affairs, the Ministry of Culture, and the Ministry of Creative Economy. This initiative represents Indonesia’s strategic effort to promote economic justice for creators and creative industry players in the digital era.


Supratman further emphasized that the success of the proposal would depend greatly on multilateral, regional, and bilateral diplomacy. He encouraged Indonesian representatives abroad to take an active role in advocating Indonesia’s position within the WIPO forum.


“Indonesia’s proposal serves as an initial step to dismantle structural barriers that underpin inequalities within the global intellectual property regime. It encompasses three main pillars: (1) royalty governance under WIPO’s global framework, (2) a user-centric payment system for royalty distribution, and (3) strengthening cross-border collective management organizations. These pillars are designed to create a fairer, more inclusive, and sustainable intellectual property ecosystem,” he explained.

 

Through this initiative, Indonesia reaffirms its commitment on the global stage to advancing copyright protection, ensuring that creators receive fair economic benefits, and promoting the growth of a competitive and equitable creative industry. (*)
