阿坦布阿(ATAMBUA)——阿坦布阿二级移民检查站(Kantor Imigrasi Kelas II TPI Atambua)再次因其在维护边境安全方面的坚定承诺而获得认可。该办公室获颁由印尼海关与消费税总署巴厘—努沙登加拉区域办公室(Direktorat Jenderal Bea dan Cukai Kanwil Bali Nusra)授予的**“Bhakti Chandra Pratama”荣誉证书**,以表彰其在执法工作中所展现出的卓越支持、协同与合作精神。


此次授奖直接源于一项联合行动的成功,该行动有效挫败了一起大规模非法香烟流通案件,查获了约1100万支带有伪造品牌和假冒税票的香烟。事实证明,正是跨部门之间牢固而紧密的合作,才使此次行动取得了显著成效。


该行动的成功,始于阿坦布阿移民局在边境监管中的敏锐洞察。2025年12月初,移民官员成功识别并抓获了三名涉嫌滥用居留许可从事非法活动的中国籍公民。围绕该移民案件所获取的信息和进展,随后被联合执法团队充分挖掘和延伸,最终成功揭开了一处大型非法香烟囤积仓库的面纱。


阿坦布阿二级移民检查站站长Putu Agus Eka Putra表示,这一荣誉属于所有工作人员以及边境地区的执法合作伙伴。“这份奖状是一个真实而有力的证明:真诚的协同合作,以及各机构在各自职责范围内分工协作,能够为国家安全和经济带来非凡的成效。移民部门将继续优化移民监管职能,作为边境的‘第一道防线(first line of defense)’,”Putu Agus 强调。

BADUNG (13/12) – The Badung Police, together with the Ngurah Rai Immigration Office, officially announced the final outcome of enforcement actions against four foreign nationals (WNA) affiliated with the management of “Bonnie Blue.” The four individuals have undergone legal proceedings and were found guilty of violating traffic regulations and misusing their immigration stay permits.


Badung Police Chief AKBP M. Arif Batubara explained that the case originated from public concern regarding the presence of TEB alias Bonnie Blue (female, 26, British national), who is known as an adult content creator. Community reports indicated that she had previously been refused accommodation at a hotel in the Canggu area due to her track record of content deemed inappropriate.


Following up on these reports, a joint team from the Badung Police and the local police sector conducted an investigation at a studio in the Pererenan area, Badung, on Thursday, 4 December 2025. During the operation, officers secured 20 foreign nationals. Sixteen individuals were identified as witnesses and participants in a gameshow event, while four others were subjected to further legal processing, namely TEB alias BB, LAJ (male, 27, British national), INL (male, 24, British national), and JJT (male, 28, Australian national).


Regarding allegations of pornography-related offenses, the Badung Police Chief emphasized that based on digital forensic examinations, private videos were indeed found on TEB’s mobile phone. However, the videos were created for personal use and were not distributed, therefore they did not meet the elements of a criminal offense as stipulated under the Pornography Law or the Electronic Information and Transactions (ITE) Law.


Nevertheless, the four foreign nationals were proven to have violated public order. They used a blue open-bed pickup truck bearing the inscription “BONNIE BLUE’s BANGBUS” to travel around Bali as part of content production activities.


Based on the ruling of a Minor Offenses (Tipiring) hearing at the Denpasar District Court on Friday, 12 December 2025, TEB and LAJ were found guilty of violating Article 303 in conjunction with Article 137 of Law Number 22 of 2009 on Road Traffic and Transportation. The panel of judges assessed that the use of an open-bed vehicle to transport passengers was not in accordance with its designated function and posed a danger to safety.


Misuse of Stay Permits and Deportation Sanctions

Head of the Ngurah Rai Immigration Office, Winarko, stated that following the completion of the minor criminal proceedings, Immigration immediately imposed Administrative Immigration Actions. Based on examination results, the four foreign nationals entered Indonesia using a Visa on Arrival, but were proven to have engaged in commercial content production activities that were not in line with the purpose of a tourist stay permit.


“We have taken firm action. Against JJT and INL, deportation and blacklisting were imposed pursuant to Article 75 paragraph (1) in conjunction with Article 122 letter a of the Immigration Law. Meanwhile, TEB and LAJ were subjected to layered sanctions for immigration violations as well as legal violations that have been decided by the court,” Winarko emphasized.


As a follow-up, all four foreign nationals were deported via I Gusti Ngurah Rai International Airport on Friday, 12 December 2025, and their names have been included on the blacklist.

Commitment to Safeguarding Bali

This enforcement action serves as evidence of strong synergy between the Indonesian National Police and Immigration authorities in maintaining public order in Bali. Both institutions reaffirmed their commitment to ensuring that every visitor respects the law, customs, and local wisdom of Bali. Firm measures in the form of deportation and blacklisting are expected to create a deterrent effect and prevent similar incidents from recurring, in order to safeguard Bali’s image as a safe and culturally respectful tourist destination. IMPACT Launched, Immigration Transforms from Defensive to a Smart Gateway of Sovereignty


DENPASAR – The increasingly complex immigration challenges—ranging from issues related to digital nomads to the influx of foreign nationals (FNs) into Bali due to global geopolitical tensions—demand data-driven policies and in-depth research. To address these needs, the Directorate General of Immigration has partnered with the academic community through the signing of a cooperation agreement (PKS) with Udayana University (Unud).



The PKS was signed by the Acting Director General of Immigration, Yuldi Yusman, represented by the Director of Visa and Travel Documents, Eko Budianto, together with the Rector of Udayana University, I Ketut Sudarsana. The collaboration focuses on strengthening the Tri Dharma of Higher Education and enhancing human resource development.


The signing ceremony, held at the Theatre Lecture Building, 3rd Floor, Udayana University, Jimbaran, Bali, on Tuesday (2 December 2025), was attended by the Head of the Regional Office of the Directorate General of Immigration Bali, Parlindungan; the Assistant III of the Bali Provincial Secretary for Economic Affairs and Development; members of the Bali Provincial Forkopimda; the Head of the Regional Office of Corrections Bali; the Head of the Regional Office of the Ministry of Law and Human Rights Bali; and other provincial officials. On the same occasion, cooperation agreements were also signed with the Governments of Tabanan Regency and Klungkung Regency.


The core of this five-year cooperation is the establishment of the Indonesian Immigration Policy and Analysis Center (IMPACT) within the Faculty of Law at Unud. This policy center is expected to become a collaborative research platform that bridges practical immigration needs with strong academic and legal frameworks.


According to the Acting Director General, selective immigration policy can no longer rely on intuition alone; it must be developed through evidence-based approaches. “As a leading higher education institution in Bali, Udayana University is expected to provide academic perspectives, alternative solutions, and in-depth analyses of emerging dynamics,” said Yuldi Yusman.

Through this policy center, sensitive issues—such as visa misuse for employment, nominee schemes in property investment, and the handling of foreign nationals from conflict zones—will be analyzed comprehensively from legal and economic perspectives.

Academic and Practical Integration

The Rector of Unud, I Ketut Sudarsana, welcomed the collaboration, emphasizing that its scope goes beyond research and includes the integration of immigration issues into the curriculum and community engagement.

“As a follow-up to this PKS, the Faculty of Law, particularly the Master of Law Program, will establish a mandatory course on Immigration Law,” he explained.


The agreement also includes the provision of practitioner lecturers from the Directorate General of Immigration to teach and supervise academic works (theses and dissertations); joint research on legal and immigration aspects; capacity-building for Immigration personnel through special scholarship programs for Master's and Doctoral degrees; and community outreach programs, including the Kampus Berdampak initiative, which involves students in anti-nominee education and intellectual cyber patrols.


The Acting Director General expressed hope that this synergy will ensure that immigration policies in Bali focus not only on security but also on supporting sustainable development and protecting local economic and cultural sovereignty.

Bali’s Immigration Policies Face Complex Challenges

In a public lecture titled “Immigration Strategies for Mapping Bali’s Future”, Yuldi Yusman explained that selective immigration policy in Bali faces a dilemma: balancing the need to support tourism-driven economic growth with the obligation to protect legal, cultural, and national sovereignty.


As of September 2025, Bali recorded 5,297,869 foreign arrivals and is projected to reach 7 million by year’s end. While this increase boosts the local economy, it has also created issues such as visa misuse, overstay, legal violations, and breaches of local customs.


“The ease of access designed to support tourism is often misused, creating legal, economic, and social vulnerabilities,” Yuldi stressed.

He highlighted two groups of foreign nationals currently under close monitoring:

1. Digital Nomads, many of whom enter on tourist visas but conduct professional activities—such as yoga instruction or informal tour guiding—competing unfairly with local workers. This practice amounts to predatory business, reducing local MSMEs’ income.


2. Geopolitical Exodus Migrants, especially from conflict-affected countries such as Russia and Ukraine. Although many enter legally, the sharp rise requires enhanced risk analysis related to asylum seekers and potential political considerations.

Threats to Economic and Cultural Sovereignty

Three major violation trends have become prominent:

Visa misuse for employment, where FNs enter on VoA/B211 visas but work without an IMTA (Work Permit).

Chronic overstays, with fines of IDR 1,000,000 per day seen as insignificant by high-income foreigners.

Violations of social and cultural norms, including disrespectful behavior at sacred sites and acts of public indecency.


In addition, illegal foreign investments through nominee schemes have become a serious challenge, threatening Bali’s local economic sovereignty.



Strategic Collaboration with Universities

To address these challenges, Immigration has adopted the Smart Immigration strategy, enhancing digital services (E-Visa and e-VoA), strengthening intelligence-driven vetting, and expanding the use of Autogates and biometric systems integrated with population and criminal databases.


However, Yuldi emphasized that technology and law enforcement alone are not enough; deeper collaboration with universities is essential.


“Udayana University has the capacity to serve as a strategic partner. Universities are not merely critics but centers for evidence-based policy research,” he noted.


Students, he added, can assist Immigration through cyber patrol efforts, monitoring digital nomad forums and property rental platforms to identify illegal business activities conducted by foreign nationals.


“By positioning universities and students as strategic partners, Immigration in Bali can transform from a defensive guardian of sovereignty into an intelligent, proactive, and knowledge-driven gateway of sovereignty,” concluded Yuldi Yusman. (*)

Jakarta – Le parcours de la rédactrice en chef du média Sudut Pandang, Umi Sjarifah, reçoit une nouvelle fois une reconnaissance publique. À l’occasion du 9ᵉ anniversaire de Media Mitrapol et du 2ᵉ anniversaire de Mitrapolika, célébrés au Gedung Bhayangkari, au siège de la Police nationale (Mabes Polri) à Jakarta Sud, mardi (25/11/2025), Umi Sjarifah s’est vu décerner le Mitrapol Award 2025.


La distinction a été signée par le Directeur général de Mitrapol, le général de police (à la retraite) Dr. Drs. H. Anton Charliyan, MPKN. Lors de l’événement, le conseiller de Mitrapol, le général de brigade de police Dr. Victor Pudjiadi, SpB., FICS., DFM., a remis directement le prix à Umi en signe d’appréciation pour sa contribution au maintien des standards professionnels dans le secteur médiatique.


Dans sa déclaration, Umi a qualifié cette récompense de nouvelle motivation au milieu des dynamiques du monde de la presse.

« Merci à Mitrapol. Ce prix est un rappel pour que je reste engagée dans un travail journalistique intègre », a-t-elle déclaré à Jakarta, mercredi (26/11/2025).


Le rédacteur en chef de Mitrapol, Dadang Rachmat, a expliqué que l’évaluation s’était déroulée à travers un processus interne. Il estime qu’Umi Sjarifah n’est pas seulement active dans l’écosystème médiatique, mais qu’elle fait également preuve de persévérance dans le domaine organisationnel, allant jusqu’à détenir la Press Card Number One (PCNO).

« Madame Umi est une figure constante. La synergie entre Mitrapol et Media Sudut Pandang est effectivement bonne, mais la décision concernant les lauréats dépend entièrement du mécanisme interne », a-t-il précisé.


Le Mitrapol Award 2025 a également été décerné à plusieurs autres personnalités, notamment le journaliste national Hendry Ch Bangun, le président de l’Association des Médias de Convergence d’Indonésie (AMKI) Centre, Tundra Meliala, ainsi que AKBP Dr. Netty Rosdiana Siagian, S.H., M.M., M.H., reconnue pour son parcours solide dans les services policiers humanistes.


Pour Umi, l’existence de Mitrapol depuis neuf ans démontre que les médias imprimés et numériques peuvent encore se développer côte à côte. Elle estime que la vision commune entre Sudut Pandang et Mitrapol réside dans leur engagement à maintenir la publication imprimée malgré la pression de l’ère numérique.

« Nous continuons de publier le magazine Sudut Pandang, et Mitrapol maintient le Tabloid Mitrapol. C’est la preuve de notre constance dans la préservation de l’espace de littératie publique », a expliqué la journaliste, également connue pour son programme Jumat Berkah.


Umi a également adressé ses vœux d’anniversaire aux deux médias sous la bannière de PT. Mitrapol Jaya Multimedia.

« Joyeux 9ᵉ anniversaire à Mitrapol et joyeux 2ᵉ anniversaire à Mitrapolika. Plein de succès », a déclaré Umi, qui a débuté sa carrière journalistique dès sa sortie de l’université en 1996.

DENPASAR – The Ministry of Law continues to strengthen the quality of its human resources through the implementation of a strict merit system. This commitment is reflected in the conduct of the Managerial and Sociocultural Competency Assessment for Functional Positions of Legal Analysts and Legal Counselors, held simultaneously in a virtual format on Monday (24/11).


Head of the Human Resources Development Agency (BPSDM) for Law, Gusti Ayu Putu Suwardani, emphasized in her remarks that this activity is a strategic step toward achieving the fourth pillar of Asta Cita, namely strengthening the development of superior human resources.


"This competency assessment is not merely a formality; it is an effort to ensure that every functional officer possesses the capacity, integrity, and professionalism aligned with job standards. We emphasize the application of the merit system in performance evaluation, competency development, and the process of career advancement," Gusti Ayu stated.


Furthermore, she reminded participants that the professions of Legal Analyst and Legal Counselor require accuracy, objectivity, and a strong commitment to public service. She also added that BPSDM Law has now obtained an A Accreditation, demonstrating compliance with national quality standards in training implementation and competency assessment.


The assessment activity was officially opened by the Head of the Competency Assessment Center (Puspenkom), Eva Gantini. In her report, Eva explained that the competency test refers to the Circular of the Head of the HR Bureau of the Ministry of Law dated 14 November 2025.


"A total of 227 participants are taking part in the November 2025 competency assessment. We hope all participants will demonstrate their best capabilities, not only to meet job requirements but also to open broader career opportunities," Eva noted.


At the regional level, the Bali Regional Office of the Ministry of Law also participated, with four employees taking part in this competency assessment. The test for participants from Bali was conducted at the Dharmawangsa Room of the Bali Regional Office.


To support the participants, senior leadership officials were present to monitor the activity. Head of the Bali Regional Office, Eem Nurmanah, attended virtually. Meanwhile, the Head of the Division of Legal Services and Human Rights (PPPH), Mustiqo Vitra Ardhiansyah, was present in person in the Dharmawangsa Room, accompanied by the Head of the General Affairs Section, I Nengah Sukadana, along with the regional Apparatus HR Analysts.


The series of activities continued with the reading of examination guidelines by Principal Expert Assessor Sutrisno, who emphasized the importance of ethics, confidentiality, and punctuality throughout the assessment process. The event concluded with the commencement of the competency tests for all participants. (*)

Denpasar – The Regional Office of the Ministry of Law in Bali held a morning assembly led by the Head of the Division of Legislation and Legal Development, Mustiqo Vitra Ardhiansyah, on Monday (24/11). In his address, Mustiqo conveyed greetings for Galungan and Kuningan to all Hindu employees celebrating the holy days.


Mustiqo then delivered several agendas scheduled for the week. He reminded all staff to stay focused on performance realization and achievement to ensure alignment with the predetermined targets.


In addition, Mustiqo requested the designated team to prepare materials related to the upcoming Leadership Coordination Meeting (Rakor Pimpinan) planned for December. The readiness of these materials is expected to support the smooth implementation of the meeting.


In his remarks, Mustiqo also highlighted the development of the Legal Aid Posts (Posbakum) that have been established across all regencies/cities in the Province of Bali. "Although the official inauguration has not been carried out, training for paralegals still needs to be prepared so that services can run effectively," he said.


Furthermore, he mentioned several agendas from the Deputy for Human Rights Coordination at the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections of the Republic of Indonesia. Relevant units were asked to adjust and participate according to the scheduled activities.


The morning assembly concluded with a call to maintain coordination and communication in carrying out duties so that services and program implementation can proceed in accordance with the regulations within the Bali Regional Office of the Ministry of Law. (*)

JAKARTA
– The Directorate General of Immigration at the Ministry of Immigration and Corrections has officially launched the Global Citizenship of Indonesia (GCI), a new policy designed to address the issue of dual citizenship. GCI serves as a form of permanent residency without time limits for foreign nationals who have blood ties, heritage connections, historical links, or other strong relationships with Indonesia. This policy opens opportunities for participation from individuals of various nationalities who maintain such connections.


“GCI is a solution that resolves the ongoing debate over dual citizenship by granting extensive residency rights to foreign nationals who have strong ties to Indonesia, without requiring them to relinquish their foreign citizenship or violate the laws of their country. This policy also demonstrates Indonesia’s ability to adapt to global dynamics without compromising the sovereignty of its nationality laws,” said Minister of Immigration and Corrections Agus Andrianto.


Agus further explained that similar concepts have been implemented in several countries, such as India’s Overseas Citizenship of India (OCI). The adoption of comparable policies across various jurisdictions reinforces the credibility and feasibility of implementing GCI in Indonesia. This affirms the readiness of the Directorate General of Immigration to manage a policy focused on legal certainty, efficient services, and international competitiveness.


Eligible applicants for GCI include foreign nationals who are former Indonesian citizens, descendants of former Indonesian citizens up to the second degree, as well as legal spouses of Indonesian citizens or former Indonesian citizens. In addition, children born from lawful marriages between Indonesian citizens and foreign nationals may also benefit from GCI.

Meanwhile, this residency permit does not apply to foreign nationals originating from countries that were previously part of Indonesian territory, individuals involved in separatist activities, or those with backgrounds as civil servants, intelligence personnel, or military members of foreign states.


Applications for GCI are submitted online through evisa.imigrasi.go.id. With its all-in-one system, the GCI application process includes issuance of a Limited Stay Visa, conversion from Limited Stay Permit to Permanent Stay Permit, extension of the Unlimited Permanent Stay Permit, and the Unlimited Re-entry Permit.


“Indonesian Immigration will always remain responsive to global needs and challenges. GCI is clear evidence that our immigration policy not only provides services but continues to transform in line with the times,” concluded Minister Agus. (*)

バリ— 法務・人権・移民・矯正行政担当調整大臣(Menko Kumham Imipas)、ユスリル・イフザ・マヘンドラ教授(法学博士)は、2025年11月5日(水)、バリ島にて「Indonesia Arbitration Week (IAW) 2025」および「Indonesia Mediation Summit (IMS) 2025」を正式に開幕した。今回の開催は、インドネシアが国際的な代替的紛争解決(Alternative Dispute Resolution/ADR)の中核拠点を目指すという強い意志を示すものとなった。


本イベントには、東南アジアおよび海外の実務家、学術関係者、法制度関係者が多数参加し、さらに「Indonesia Alternative Dispute Resolution (ADR) Award」と「International Alternative Dispute Resolution Award 2025」の授賞式も併催された。


開会式の基調講演で、ユスリル調整大臣は、開催地としてバリを選んだこと自体が、インドネシアが「紛争解決の世界的ハブ」としての地位を確立する準備が整っていることを示す「力強いシグナル」であると強調した。また、世界的に従来の対立的な訴訟モデル(勝者と敗者を生む adversarial system)から、調停や仲裁を通じた「双方に利益をもたらす解決(win-win solution)」へとパラダイムが転換している現状を指摘した。


「これは単なる法制度の近代化ではなく、『マスラハ(共通善)』や『イスラフ(和解)』といった、我々の哲学的・宗教的価値観とも深く調和しています。」とユスリル調整大臣は述べ、インドネシア文化およびイスラム的価値観が国際ADRの文脈においても有意味であることを示した。


さらに大臣は、ADR 強化は国内法改革の重要な柱であり、特に投資競争力の向上と経済発展の加速に不可欠な「法的確実性」を高めるための中核戦略であると位置づけた。


その後、行政法務総局長(Dirjen AHU)ウィドド博士が基調講演を行い、インドネシアの仲裁制度の信頼性と国際競争力を高めるための2つの構造改革案を提示した。

Denpasar – A Chefe do Escritório Regional do Ministério da Justiça de Bali, Eem Nurmanah, recebeu a visita de trabalho da Chefe do Escritório Regional do Ministério dos Direitos Humanos de Nusa Tenggara Timur, Oce Yuliana Naomi Boymau, nesta quarta-feira (5/11). A visita teve como objetivo fortalecer os laços institucionais, bem como intensificar a coordenação e a sinergia na execução das funções e atribuições entre os Ministérios na área do Direito e dos Direitos Humanos.


A Chefe do Escritório Regional do Ministério dos Direitos Humanos de NTT esteve acompanhada pelo Chefe da Divisão de Instrumentos e Promoção dos Direitos Humanos, Supardan, pelo Coordenador da Área de Trabalho Bali, Anak Agung Gede Ngurah Dalem, e pela integrante da equipe do Escritório Regional de NTT, Welly Manu. A comitiva foi recebida diretamente pela Chefe do Escritório Regional do Ministério da Justiça de Bali, em seu gabinete.


Durante o encontro, ambas as líderes discutiram estratégias para reforçar a cooperação interinstitucional, especialmente na implementação de programas relacionados ao Direito e aos Direitos Humanos nos respectivos territórios. Essa sinergia já havia sido consolidada por meio de um Acordo de Cooperação (PKS) entre o Ministério dos Direitos Humanos de NTT e o Ministério da Justiça de Bali, que abrange o desempenho de funções na área jurídica e na promoção dos Direitos Humanos. O acordo também faz parte da implementação do Asta Cita, particularmente na consolidação da ideologia do Pancasila, da democracia e dos Direitos Humanos.


“Esta visita representa um momento importante para fortalecer a colaboração e assegurar que a execução das atribuições seja realizada de forma alinhada, tanto em NTT quanto em Bali”, afirmou Oce Yuliana.


Por sua vez, a Chefe do Escritório Regional do Ministério da Justiça de Bali, Eem Nurmanah, expressou seu apreço pela visita. “Recebemos de forma calorosa a presença da Chefe do Escritório Regional do Ministério dos Direitos Humanos de NTT, como demonstração de nosso compromisso conjunto em reforçar a sinergia interinstitucional, a fim de garantir serviços jurídicos e de direitos humanos eficazes, humanizados e com impacto direto na sociedade”, declarou.


Por meio desta visita, ambas as dirigentes esperam que a sinergia estabelecida continue a se fortalecer, especialmente na elaboração de regulamentos, na orientação jurídica e na prestação de serviços jurídicos com perspectiva de Direitos Humanos nas regiões. (*)

Bali-Pulau dewata memang menjadi daya tarik yang sangat menggiurkan bukan hanya sebagai tempat wisata alam, Budaya bahkan makanan, namun lebih dari itu banyak wisatawan domestik bahkan wisatawan manca negara tertarik untuk berinvestasi di tanah Pulau Dewata ini.


Termasuk di dalamnya adalah seorang penduduk asal Prancis, Philippe Claude Millieret. Karena kecintaannya yang mendalam terhadap Bali, Philippe memanfaatkan kesempatan untuk menyewa tanah seluas 1,1 hektar di wilayah Kabupaten Badung. Rencananya adalah menyimpan sebagian kecil untuk dirinya sendiri di mana ia dapat membangun RUMAH kecil di lahan itu sesuai dengan apa yang diharapkan dengan penuh kasih yang disebutnya sebagai "rumah terakhir saya"—sebuah rumah Kecil sederhana di mana ia berniat menghabiskan sisa hidupnya dikelilingi oleh keindahan alam Bali.

Dengan berjalannya waktu philippe bertemu dengan Julian Petroulas yang dikenalnya melalui pertemuan singkat melalui perkenalan dengan seorang agen di bali. Philippe bertemu Julian Petroulas hanya sekali selama 15 menit pada tanggal 1 Agustus 2023, setelah diperkenalkan oleh seorang agen lokal Bali. Segera setelah perkenalan ini, Philippe mengirimkan semua detail tanah kepadanya melalui email, Dropbox, dan WhatsApp. Julian mengajukan penawaran pada tanggal 5 Agustus yang diterima Philippe. Julian meminta pembayaran secara bertahap selama periode 16 bulan. 


Ketika Philippe menyatakan kekhawatirannya, Julian berjanji untuk selalu tepat waktu untuk setiap pembayaran dan menyatakan bahwa Philippe tidak perlu khawatir, karena jika ia terlambat membayar, perjanjian sewa akan otomatis dibatalkan. Perjanjian tersebut dirancang dengan pembatalan otomatis jika terjadi wanprestasi. Philippe menjelaskan: "Rencana pembayaran itu merupakan strategi yang sudah direncanakan, karena Julian tahu saya akan meninggalkan Bali karena masalah kesehatan dan berpikir dia bisa mengintimidasi saya nanti untuk menegosiasikan ulang harga yang lebih rendah. Dan inilah yang dia lakukan. Kecuali pembayaran pertama saat penandatanganan, dia selalu gagal bayar setiap kali pembayaran berikutnya. Setiap kali, tiba-tiba di hari pembayaran, dia mengarang alasan tentang masalah yang sudah dibahas secara eksplisit dan dijelaskan dengan jelas dalam perjanjian kami, ketentuan yang telah dia baca dan tandatangani. 


Pada wanprestasi pertamanya di bulan Maret 2024, dia akhirnya membayar tetapi setelah batas waktu, notarisnya memperingatkannya bahwa alasan itu tidak masuk akal. Saya memilih untuk tidak menindaklanjuti wanprestasi pertama tetapi memperingatkannya untuk tidak mengulangi perilaku ini." Bahkan ketika Julian mencoba membayar setelah ia menyadari ancamannya tidak berhasil, saya tetap teguh pada pendirian saya. Pengalihan sewa seharusnya terjadi pada tanggal 8 Maret 2025, setelah pembayaran terakhir. 


Namun mengingat kelalaiannya yang berulang, saya ingin menegaskan bahwa Julian Petroulas tidak pernah memiliki tanah tersebut seperti yang ia klaim dengan arogan dalam video kontroversialnya 'How I Make Millions of Dollars in Bali', tetapi ia juga tidak pernah memiliki hak sewa atas tanah tersebut." Philippe merasa perlu menyampaikan peringatan ini: "Saya perlu melindungi orang lain agar tidak mengalami apa yang saya alami. Jangan berbisnis dengan Julian Petroulas, terutama jika dia meminta pembayaran bertahap, ini jebakan. Over time, Philippe met Julian Petroulas, whom he met through a brief encounter with an agent in Bali. Philippe met Julian Petroulas only once, for 15 minutes, on August 1, 2023, after being introduced by a local Balinese agent. Shortly after this introduction, Philippe sent him all the land details via email, Dropbox, and WhatsApp. Julian submitted an offer on August 5, which Philippe accepted. Julian requested payments be made in installments over a 16-month period.


When Philippe expressed his concerns, Julian promised to be on time with every payment and stated that Philippe shouldn't worry, as any late payments would automatically cancel the lease. The agreement was designed with automatic cancellation in the event of default. Philippe explained: "The payment plan was a premeditated strategy, as Julian knew I would be leaving Bali due to health issues and thought he could intimidate me into renegotiating a lower price later. And that's exactly what he did. Except for the first payment at signing, 


he failed to pay every subsequent payment. Each time, suddenly on payment day, he made up an excuse about an issue that had been explicitly discussed and clearly outlined in our agreement, the terms of which he had read and signed.


On his first default in March 2024, he finally paid, but after the deadline, his notary warned him that his excuse was unreasonable. I chose not to pursue the first default but warned him not to repeat this behavior.


" Philippe added: "On the next payment in September 2024, Julian insulted the Subak community when they asked for a small donation, then threatened to sue me if I didn't lower the price 200 times the Subak's asking amount, even though our agreement expressly stated that all future Subak donations were his responsibility.


After he insulted the landowner and the Subak, a sacred institution in Bali, I refused to overlook his negligence. Even when Julian tried to pay after realizing his threats weren't working, I stood my ground. The lease transfer was supposed to take place on March 8, 2025, after the final payment.


However, given his repeated negligence, I want to emphasize that Julian Petroulas never owned the land, as he arrogantly claimed in his controversial video, 'How I Make Millions of Dollars in Bali,' but he also never had a lease on it.


" Philippe felt compelled to issue this warning: "I need to protect others from experiencing what I experienced. Do not do business with Julian Petroulas, especially if he asks for installment payments; it's a trap. Our agreement was very clear and detailed, but he broke his promise for reasons clearly stated in the contract.


He does not respect signed agreements or the law. He will break promises for fabricated reasons, ignore every agreed-upon provision, then lie and manipulate the truth through the media and in court, as he did in his lawsuit against me, all to force you to accept a lower price. 


This is his business model: sign an agreement, refuse to honor it, then use intimidation and public defamation to achieve his goals. These are not the actions of a typical bully, but someone using premeditated, predatory tactics. 


"I'm pretty sure he uses the same tactics with others. Please be careful if this person contacts you for any business matters. Quando o Passaporte se Torna uma Necessidade Básica: A Inovação da Imigração de Atambua para os Moradores de Belu


Atambua — Coincidindo com as atividades do Car Free Day no sábado, 25 de outubro, o Escritório de Imigração de Atambua realizou um evento de facilitação de serviços de imigração para a comunidade do distrito de Belu.


A atividade ocorreu em meio à disseminação de notícias sobre o aumento das taxas de passaporte, o que gerou preocupação entre os moradores da região fronteiriça.


Em áreas como Belu, onde a linha de fronteira não é apenas um limite geográfico, mas também uma separação de laços familiares, sociais e culturais, o passaporte não é visto como um símbolo de luxo, mas como uma necessidade básica para manter o contato com familiares do outro lado da fronteira.


Diante dessa realidade, o Chefe do Escritório de Imigração Classe II TPI Atambua, Putu Agus Eka Putra, buscou apresentar uma solução concreta à população. Com uma compreensão profunda das características sociais da comunidade fronteiriça, Putu tomou uma iniciativa ousada ao reintroduzir o serviço Eazy Paspor, com a taxa oficial (PNBP) de Rp 350.000 para o passaporte comum de 48 páginas, mediante aprovação da chefia regional.


Vale lembrar que, a partir de 1º de setembro de 2025, conforme orientação da Diretoria-Geral de Imigração, o serviço de emissão de passaporte comum (48 páginas) foi descontinuado, sendo substituído pelo passaporte eletrônico (E-passaporte), com validade de 5 anos e taxa de Rp 650.000, ou de 10 anos com taxa de Rp 950.000.
A medida tomada por Putu não é apenas um programa, mas uma demonstração concreta de empatia e sensibilidade diante das condições socioeconômicas da população da região de Atambua, que é vulnerável a mudanças de políticas e pressões econômicas.


“Na fronteira, qualquer política, por menor que seja, pode ter grande impacto para a população. Quando o preço do passaporte aumentou, sabíamos que a preocupação era real. Por isso, oferecemos uma solução — o Eazy Paspor, com taxa de Rp 350.000 e validade de 5 anos, do tipo comum, para que a população mantenha um acesso legal, fácil e acessível. Convidamos todos a aproveitar esse serviço,” declarou Putu.


A iniciativa recebeu forte apoio da comunidade e reconhecimento do Prefeito de Belu, Willybrodus Lay.
"As diversas inovações de facilitação de serviços de imigração realizadas por Atambua — como o Cartão de Controle para Tripulantes de Ônibus e o retorno do Eazy Paspor tipo comum com taxa de Rp 350.000 — trouxeram benefícios reais à população e impulsionaram a economia local na região fronteiriça," afirmou Willy.


A implementação do programa foi realizada no espírito da celebração do 1º Aniversário do Ministério de Imigração e Administração Penitenciária (IMIPAS), em outubro de 2025. O momento serviu como reflexão para fortalecer a identidade da imigração como um serviço público humanizado e guardião da soberania nacional.


A colaboração entre o Governo Distrital de Belu e o Bulog de Atambua, por meio da realização de um mercado popular, fez com que o evento se tornasse ainda mais aguardado pela comunidade.

O Chefe Regional da Direção-Geral de Imigração de Nusa Tenggara Timur, Arvin Gumilang, expressou alto apreço pela homenagem concedida pelo Prefeito de Belu ao Chefe do Escritório de Imigração de Atambua e sua equipe.



“Apoiamos plenamente as inovações de facilitação de serviços e as ações tomadas pelo chefe de Atambua, que soube ler a situação e a preocupação de sua região. Isso não é apenas uma inovação, mas um exemplo concreto de como as políticas podem ser implementadas com coração e empatia,” disse Arvin.


No mesmo sentido, o Diretor-Geral Interino de Imigração, Yuldi Yusman, afirmou que o reconhecimento dado pelo Prefeito de Belu demonstra que as ações de Atambua estão alinhadas com as políticas nacionais de transformação dos serviços públicos na área de imigração.


“Transformação não significa apenas digitalização, mas presença concreta. A imigração deve ser o rosto acolhedor e solucionador do Estado, capaz de responder às necessidades da população onde quer que ela esteja — inclusive nas fronteiras. E Atambua provou isso,” concluiu Yuldi. (*)
