Bali Regional Office of Law Ministry Completes Harmonization of 6 Draft Regional Regulations/Mayor Regulations in Denpasar
DENPASAR — The Regional Office of the Ministry of Law and Human Rights (Kanwil Kemenkum) Bali facilitated a Harmonization Meeting for the Draft Regional Regulations (Ranperda) and Draft Mayor Regulations (Raperwali) of Denpasar City on Thursday (Oct 2). The meeting, held at the Darmawangsa Room of the Bali Regional Office, underscored a shared commitment to produce high-quality and applicable local regulations.
The harmonization meeting was led by the Head of the Bali Regional Office, Eem Nurmanah, accompanied by the Head of the Division of Legislation and Legal Development, Mustiqo Vitra Ardhiansyah, along with Working Group 3 of legislative drafters at the Bali Regional Office.
Also present were representatives from the Denpasar City Government, including the Head of the Denpasar City Cooperative and MSME Office, Dewa Made Agung, the Head of the Legal Section of the Denpasar City Secretariat, Komang Lestari Kusuma Dewi, as well as several related regional apparatus organizations (OPD).
Head of the Regional Office, Eem Nurmanah, emphasized that the harmonization process is mandated by Law No. 12 of 2011 on the Formation of Laws and Regulations, as last amended by Law No. 13 of 2022.
“Harmonization reflects our joint commitment to deliver regional regulations that are high in quality, applicable, and serve the public interest,” said Eem.
This process is crucial to ensure that each draft regulation carries legal certainty, does not conflict with higher-level laws, and aligns with the principles of sound lawmaking.
The meeting focused on six draft regulations addressing fundamental needs for development and public services in Denpasar City:
- Draft Regional Regulation of Denpasar City on the Implementation of Integrated Utility Network Facilities for Passive Telecommunication Infrastructure.
- Draft Mayor Regulation of Denpasar City on Amendments to Mayor Regulation No. 39 of 2024 concerning the Management of Village/Kelurahan “Merah Putih” Cooperatives.
- Draft Mayor Regulation of Denpasar on the Implementation of Regional Regulation No. 3 of 2023 concerning the Protection and Empowerment of Micro Enterprises and Cooperatives.
- Draft Mayor Regulation of Denpasar on Procurement of Goods and Services at the Regional Drinking Water Company (PDAM) Tirta Sewakadarma.
- Draft Mayor Regulation of Denpasar on Integrated and Consolidated Mother and Child Data Services in Denpasar City.
- Draft Mayor Regulation of Denpasar on the Organizational Structure, Work Procedures, and Duties of the Regional Drinking Water Company (PDAM) Tirta Sewakadarma.
Based on the review conducted by the Bali Regional Office, no substantive conflicts were found with higher-level regulations. However, several improvements in substance, structure, and drafting techniques were identified and need to be followed up by the Denpasar City Government.
On the occasion, the Head of the Denpasar Cooperative and MSME Office, Dewa Made Agung, expressed appreciation and gratitude for the Bali Regional Office’s facilitation of the harmonization meeting. He particularly acknowledged the regulatory support provided, which has been key in accelerating the establishment of Village/Kelurahan “Merah Putih” Cooperatives. Thanks to this collaboration, 43 villages in Denpasar City have successfully obtained legal status for their cooperatives.
The harmonization meeting ensures that Denpasar’s upcoming legal products undergo a thorough screening process. This guarantees significant benefits for the community, ranging from clean water management and MSME protection to accurate mother-and-child data services. The process also reflects transparency and accountability of the government in producing regulations that safeguard certainty and justice. (*)
